“He ejecutado el mandato que me dio de servir al Ecuador, actuando siempre con justicia y en derecho, con el fin de salvaguardar permanentemente los altos intereses del Estado. Durante estos meses, procuré entregar todas mis capacidades para contribuir al bien común”.

Con esas palabras, Juan Carlos Holguín Maldonado (Quito, 1983) renunció al cargo de ministro de Exteriores del gobierno del presidente ecuatoriano Guillermo Lasso el primero de abril de 2023. Concluía así una etapa que había iniciado con su designación como responsable de la transición entre las administraciones de Lenin Moreno y Lasso, tras el triunfo electoral de este último en febrero de 2021.

Graduado en Comunicación Corporativa y Relaciones Públicas de la Universidad San Francisco de Quito, este político y empresario relacionado con el desarrollo tecnológico y el deporte tiene una maestría en Políticas Públicas en la Universidad de Georgetown, Estados Unidos, así como posgrados en Management del Deporte de la Universidad Católica de Argentina y la FIFA, y en Liderazgo para Gobierno en el IDE Business School de Guayaquil.

Desde su experiencia en la gestión del presidente Lasso, Holguín Maldonado analiza la realidad que enfrenta Ecuador, nación azotada por la inestabilidad política y una ola de violencia que cobró la vida del candidato presidencial Fernando Villavicencio.

  • Tras la década de Rafael Correa en el poder, el gobierno de Lenin Moreno –quien fue vicepresidente de Correa– parecía marcar el camino hacia una transición democrática que prometía completarse con la llegada del presidente Lasso. 
  • El Ecuador no ha tenido todavía una transición democrática. Hay que entender que Correa llegó al poder en el año 2006, apoyado por el proyecto político de Hugo Chávez, denominado Socialismo del Siglo XXI, un experimento que impulsó el totalitarismo y autoritarismo bajo las reglas de la democracia. Me explico: eran dictaduras con poder popular fruto de elecciones. No obstante, cuando llegaban al poder, todos se apropiaron de los órganos electorales para que jamás existan nuevamente elecciones limpias. 

En el caso de Ecuador, es evidente que en 2017 hubo un apagón electoral con el que ganó Moreno, que era la única carta electoral con la que podía jugar el correísmo, ya desgastado por la imposibilidad de que Rafael Correa pudiera participar, y al mismo tiempo, después de que se les acabó el dinero. Eso no impide ver que el de Moreno es un caso de análisis, pues la salida del correísmo provino de sus propias estructuras. Algo inédito, pero al mismo tiempo muy riesgoso, pues las bases aún no sabían a qué líder responder. 

Vale la pena anotar que el Ecuador está dolarizado desde hace más de 20 años y este fue el mejor escudo para la democracia ecuatoriana. No hay nada más popular en el país que el dólar y ni siquiera Correa, con la fuerza del populismo y su proyecto caudillista, siendo un detractor de la dolarización, pudo contra este elemento. El dólar ha ayudado a detener el deterioro económico que generalmente viene con el socialismo o el populismo cuando tienen la capacidad de imprimir billetes y, al mismo tiempo, ha sido un baluarte de la libertad y la democracia.

La crisis de institucionalidad que tiene el país es a causa de la Constitución del 2008, la del Socialismo del Siglo XXI, que cambió los poderes tradicionales por una estructura de cinco poderes. Un experimento que ha causado mucho daño y ni el presidente Moreno ni el presidente Lasso, han podido generar un cambio estructural al respecto. Hay que reconocer que Moreno logró bloquear la reelección indefinida con un referéndum y otros cambios que la historia sabrá reconocer. 

  • ¿Cómo fue su experiencia como líder del equipo de transición de gobierno de Lasso?
  • Una experiencia positiva, de la que estoy agradecido con el presidente Lasso al haberme confiado esa responsabilidad. El país venía de un proceso de destrucción institucional después de una década de Correa en el poder. Además, con muchos casos de corrupción de gran escala, que no se hacían públicos por el control total del poder. Estábamos en el peor momento de la pandemia, sin una sola vacuna en el país. 

Sí reconozco que el gobierno de Moreno tuvo dos muy buenos vicepresidentes y buenos ministros que lucharon contra el correísmo, pero se había ponderado lo político a la gestión, y eso generó que se reciba un país con tres tipos de crisis: una crisis sanitaria en medio del peor momento de la pandemia; una crisis económica, fruto de la misma pandemia; y una crisis moral por la alta corrupción del correísmo. El desafío era poder tener transparencia en la información y creo que eso es lo que recibimos. Fue una transición de altura. 

  • ¿Cuál es su balance de aquel proceso? Como señalaba anteriormente, el ascenso de Lasso parecía completar una transición democrática en Ecuador. Sin embargo, Lasso ha tenido que convocar elecciones anticipadas.
  • Faltarán algunos gobiernos y varios años para transicionar a una democracia plena, o al menos, que siendo imperfecta, pueda funcionar dentro de un marco esperado. El daño hecho por el correísmo es muy grande y su principio de depredación política para desestabilizar a cualquier gobierno, con el afán de generar golpes blandos hasta volver al poder y conseguir la impunidad, no permitirá que los gobiernos futuros se desarrollen con normalidad. Es el problema de una comunidad internacional cómplice con estos líderes, que se venden como proyectos ideológicos de causas justas, cuando realmente son dictaduras llenas de corrupción y pactos con las estructuras criminales. 

  • ¿Por qué Lasso no pudo resistir en el gobierno?
  • No puedo dar una opinión sobre un gobierno del que fui parte. El tiempo permitirá hacer balances de lo que se hizo bien, de lo que se pudo hacer mejor, pero sobre todo, corregir los errores, que fueron varios, para que nadie que tenga principios democráticos los repita en su momento.

  • Como la mayoría de países de la región, Ecuador ha enfrentado momentos de inestabilidad política; sin embargo, ahora sufre una inusitada ola de violencia que se expresa en los motines carcelarios y hasta el asesinato de líderes políticos. ¿Por qué se ha desatado esta ola de violencia? 
  • El líder de las Fuerzas Armadas Revolucionarias de Colombia (FARC) fallecido en Angostura, Raúl Reyes, declaró en un video allá por el año 2008, que habían financiado la campaña de Correa. No quiero juzgar la infancia de Correa, cuyo padre estuvo detenido por tráfico de drogas en Estados Unidos, al ser este un tema personal, pero es un elemento para entender la relación política de Correa y las drogas. 

El Socialismo del Siglo XXI tiene a las estructuras criminales como aliado fundamental en todos los países. En la época de Correa no se incautaban ni 50 toneladas de cocaína al año. El presidente Lasso ha incautado 500 toneladas en 24 meses. El gobierno de Moreno inició ese proceso con una muy buena ministra de gobierno. Desde allí, el país tuvo dos intentos de golpes de Estado vestidos de “marchas indígenas”, en los que las estructuras criminales y el correísmo intentaron derrocar gobiernos. Se permitió por años la operación de las estructuras criminales no solo en la droga, sino también en minería ilegal y tráfico de personas. La violencia que vemos hoy es fruto de los intentos de los últimos dos gobiernos de luchar contra esta realidad. 

  • ¿El Estado ecuatoriano ha perdido la capacidad de enfrentar a los grupos criminales?
  • Hubo una década donde estos grupos se fortalecieron, mientras deliberadamente se debilitaron las Fuerzas Armadas, la Policía, la estructura de inteligencia, y casi todas las instituciones del país. Las capacidades de armamento de las estructuras criminales en Ecuador son casi siete veces mayores frente a las del Estado. Esto va cambiando de a poco, con el apoyo internacional. Pero tomará su tiempo. 

  • ¿Hasta qué punto el crimen y la política se mezclan en Ecuador?
  • Lo he mencionado antes: son lo mismo. Es la narcopolítica. El Socialismo del Siglo XXI generó narcoestados, pues no solamente había financiamiento de las economías ilegales, sino que muchos altos cargos en estos gobiernos han estado vinculados con las estructuras criminales. 

  • Tomando en cuenta su experiencia, ¿cómo puede avanzarse en la recuperación de la democracia y, a la vez, combatir a los grupos criminales que se enquistan en el Estado?
  • Continuar con la formación de nuevas generaciones que tengan la claridad de que hay que buscar los espacios de poder para ejecutar proyectos con principios democráticos, luchando por la libertad y la paz. La única vía es hacer política, llegar al poder y continuar la lucha por esos valores. El cambio y la paz  llegarán. Hay que tener fuerza, ánimo y fe.

Sebelum kisah ini di mulai perkenalkan namaku Bayu, aku mempunyai seorang
istri yang lumayan cantik. Rambut hitam panjang dan lurus, kulitnya putih mulus, matanya kecoklatan.
Ukuran toketnya lumayan gede 36B. Aku pertama
kali jatuh cinta sama istriku gara-gara kepencut sama toketnya.
Tapi Dicerita ini, aku akan bercerita tentang adik istriku atau adikm iparku yang gak kalah mulus
sama istriku. Namanya Ayu, umurnya 25tahun. Kalau dilihat dari bodynya sih hampir mirip
tapi masih lebih montok adik iparku.
Waktu itu aku pulang kerja agak malam. Istriku yang
penakut mengajak adiknya untuk tidur di rumah kami untuk menemaninya (tapi itu tanpa
sepengetahuanku). Aku sampai rumah pukul 23.00 WIB.
Rasa penat dengan pekerjaan ditambah udara dingin buat aku horni berat.
Aku langsung saja mandi. Pintu kamar mandi sengaja
kubuka lebar dan aku menikmati air hangat untuk melepas lelahku.
Karena aku sudah horni berat, aku memutuskan untuk ngocok kontolku.
Tapi pada saat sedang asyik-asyiknya ngocok dan kontolku
lagi tegang maksimal.
Ayu : Lho mas Bayu sudah pulang…kog gak kedengeran suara mobilnya.

Aku sangat kaget banget mendengar suara Ayu, spontan saja aku langsung balik badan.
Aku : Ayu…kamu nginep sini ya?
Ayu : Iya mas, mba Yuyun yang nyuruhku untuk nginep disini soalnya
dia takut di rumah sendiri katanya mas pulang malem.
Oya mas mandi kog pintunya gak ditutup sih…
Aku : Maaf habisnya udah kebiasaan sih…lagian aku kira gak ada kamu
Ayu : Oh…ih tuh burung mas goyang-goyang hahahaaa…
Aku : Ini bukan burung lagi ini kontol namanya
Ayu : Hahaaaa…habisnya lucu sih geleng-geleng kayak burung cari makan…hahahaaa

Ayu : Kebelet pipis mas…kan kamar mandinya cuma satu aja…minggir mas aku mau pipis dulu.

Aku : Gak lihat apa aku mandi aja belum selesai…ya udah pipis di toilet aja.

Ayu : Tapi mas, aku kalau pipis kebiasaan harus lepas celana
biar gak basah
Aku : Ya udah lepas aja gitu aja kog repot lagian aku
juga gak ganggu pipismu kog.
Ayu : Entar kamu lihat memek aku lagi…
Aku : Kalau cuma memek setiap hari aku juga lihat memek kakak kamu dah biasa.

Ayu : Kalau memekku beda mas,special edition, masih
seret belum pernah dimasukin kontol bengkak kayak punyamu.

Aku : Jelas aja kamu mainnya sama brondong yang kontolnya kecil hahahaaa.

Dan karena sudah kebelet banget Ayu pun melepas celananya dan terlihatlah memek mungilnya.
Aku pun melihatnya cara dia pipis.
Aku : Jadi itu ya memek specialnya, Spesial empuk maksudnya.

Ayu : Ih mas gangguin aja, tuh liat kontolmu yang keras kayak batang kayu.

Kasian ya udah horni, tapi mbak Yuyunnya udah tidur,
gak bisa tersalurkan akhirnya ngocok deh..hahahhaa…
Aku : Dasar Ayu…
Ayu : Mau Ayu bantuin mas?
Aku : Bantuin apa?
Ayu : Ya buat bantuin biar ketegangan dikontol mas reda…tapi jangan bilang sama mbak Yuyun ya mas….janji…
Aku : Beres jangan khawatir…ayo Yuk buruan…keburu kakak
kamu bangun.
Dan tanpa disuruh tangan imut Ayu langsung meremas dan mengocok kontolku
yang sudah sangat menegang.
Ayu : Ukuran kontolmu gede juga ya mas, pantes mbak Yuyun hobi ngentot sama kamu mas.
Bukanya dulu pas masih pacaran kamu pernah mengirim gambar kontolmu ke hp
dia.
Dia samapi kanget dan melempar Hpnya. Karena aku
penasaran akhirnya aku mengambil Hpnya dan melihat gambar kontolmu.

Dan sekarang gak nyangka kalau bakal megang langsung kontol kakak iparku sendiri.
Hampir 10 menit Ayu mengocok kontolku, bukannya keluar tapi malah bikin kontolku makan tegang dan keras.

Ayu : Lho mas, udah 10 menit aku mengocoknya bukanya keluar malah tambah besar dan keras kan jadi pegal tangaku.

Aku : Kalau tanganmu pegal gantian aja pakai mulutmu.

Ayu : Maksudmu aku suruh nyepong kontolmu gitu?
Aku : Iyalah..biar cepet keluar dan kamu gak pegal lagi.
Ayu : YA udah buruan siram dulu tuh kontolmu masih bnayak sabunnya
Setelah kusiram air, Ayu pun langsung melahap kontolku dengan liarnya.

Aku : Pinter juga kamu nyepong…kontoku rasanya nyut-nyutan Yuk…
Enak banget deh…kamu pasti sering nyepong pacarmu ya?

Ayu : Udah jangan banyak omong mas nikmatin aja.
Emang aku dulu sering nyepong mantan-mantanku mas. Dan baru kali ini aku
nyepong kontol yang usianya paling tua.
Aku : Biarpun tua tapi besar dan mantab kan Yuk…hahahaha
Ayu : Bisa ja kamu mas, udah ah diam jadi gak fokus nih nyepongnya
10 menit sudah Ayu nyepongin kontolku tapi
tetep aja aku belum bisa keluar.
Ayu : Mas aku kog jadi horni gini ya…habisnya daritadi mainin kontolmu terus sih…memekku jadi basah deh.

Aku : Coba sini aku pegang.
Aku langsung meraba memek Ayu dan ternyata benar
memeknya sudah basah. Tanpa panjang lebar lagi langsung saja jari tengaku kumasukkan dalam lubang memeknya.
Kukocok memeknya dan Ayu pun mendesah pelan.
.Ayu : Ssthhhh..aaaahhh…enak banget mas…kocokanmu nikmat sekali…kocok
terus maasss…aaaahhhh….aku mau keluar maaasss…
Aku : Tahan dulu Yuk, aku yang daritadi aja belum keluar masa kamu yang gitu aja udah mau
keluar.
Ayu : Ya udah kalau gitu masukin ja kontolmu ke dalam lubang memekku…Aku juga horni berat nih mas…
“Sleeeppp…bleeesss….” akhirnya kontolku masuk
ke dalam lubang memek Ayu.
Aku : Benar katamu Yuk…memekmu benar-benar spesial…spesial seret kayak
masih perawan..aaahhh…
Ayu : Hehehe…ternyata enakan sama kontol gede ya
mas…aaahhh…genjot terus maaasss…aaahhh….aku mau keluar
maasss…
Aku : Kita keluarin bareng ya Yuuukk…keluarin dimana Yuk?

Ayu : Diluar aja mass…takut hamil
Aku dan Ayu : Aaahhhh…yeessss…ooohhh….. (kita berdua meraih orgasme bersamaan.
Cairan spermaku pun berceceran diperut Ayu semua,
setelah itu aku basuh spermaku yang menempel pada perutnya dan kucebokin memek Ayu
